The Australian Bureau of Statistics (ABS) is looking to fill a number of Technical Lead Developer roles to assist with a range of development and support projects across our statistical support portfolio. These teams maintain and develop key statistical processing software which are critical to core ABS publications and are used by a large number of ABS staff.


These are permanent positions at the EL 1 classification level. The successful applicants can work from any of our offices located in Belconnen (ACT), Docklands (Melbourne), Adelaide (CBD), Perth (CBD) or Hobart (CBD), although flexible working arrangements (including a hybrid model of working from home and the office) apply.


What we are looking for (selection criteria)


To be suitable you should have most or all of the following skills, qualities and experience:


  • proven staff management skills including the ability to remotely manage staff in different geographic locations
  • well-developed skills in IT project management with an emphasis on Agile and DevOps practices and processes
  • software development experience implementing solutions across front-end, back-end or full technology stacks and a tertiary accredited qualification in a relevant ICT discipline (or equivalent additional industry experience)
  • strong problem-solving skills with an ability to apply technical knowledge, creativity and initiative to develop workable solutions
  • well-developed communications skills
  • ability to work with a complex set of stakeholders and nurture positive working relationships
  • experience with systems integration to provide a seamless user experience using a diverse range of technologies.


Experience in any of the following technologies is highly desirable. Training will be provided to successful applicants.


  • Java, JBoss, JSF, Spring Framework, Web Technology, ReactJS
  • SAS, Gupta Team Developer, Oracle and PL/SQL
  • Esri products (ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online and ArcGIS API for JavaScript), Amazon Web Services, Oracle Spatial and Graph, PostgreSQL, Python, .NET
  • JIRA, BitBucket, Karate, Docker, Jenkins, Octopus Deploy
  • IBM Domino Designer.

What you will do (role responsibilities)


As an Executive Level 1 (EL1) in our Technology and Security Division (TSD) you may be required to:


  • provide technical leadership to the team, educate technical staff and drive process improvement
  • manage and mentor staff across a number of ABS offices
  • provide advice to the business on how best to achieve outcomes as well as assisting with a technical strategy/roadmap for statistical processing systems and platforms
  • liaise with clients and other stakeholders to negotiate an achievable, balanced work program for systems, with consideration to business need, system operational health and overall divisional priorities
  • work with your section Director to ensure that the agreed work program is delivered on time and to agreed quality expectations
  • manage key risks across your work and liaise with other parts of the division to resolve them when required
  • maintain an awareness of broader divisional strategies and initiatives and their impact on your local forward work program
  • analyse client requirements and deliver new functionality to meet ABS needs
  • develop programs and test packs and then release using ABS Change Management procedures
  • anticipate, investigate and resolve issues in a timely manner so that statistical processing deadlines can be achieved
  • work closely with other EL1s in the team to maintain staff knowledge and coverage of the large number of surveys that are being supported.


Positions are currently open in these teams:

Industry Statistics Support Team ~ supports the timely production of key ABS business statistics by developing and maintaining statistical processing systems using a variety of languages including Java, SAS, Gupta Team Developer and Oracle PL/SQL.

Location Technology Team ~ delivers technology solutions that enable the ABS to collect, process, analyse and disseminate geospatial data using a variety of technologies including Esri ArcGIS, Java, .NET, Web technology, Python and Amazon Web Services.

Social Statistics Support Team ~ supports the timely production of key ABS household statistics by developing and maintaining statistical processing systems using a variety of languages including Lotus/IBM/HCL Notes, SAS and Oracle.
